A secure environment will act as Virginia's data hub to facilitate data transfer and sharing.
Description
The Data Sharing and Analytics Advisory Committee recommends the commonwealth establish a Secure Information Sharing Environment facilitating the transfer of data between commonwealth organizations.
The data hub approach allows for tighter security controls and oversight, using minimal resources and reducing costs. It is important to note that only de-identified data will be stored in this environment. Sensitive, record-level data will always remain in the original agency operational data systems.
Security will be centrally managed and tiered.
The hub and spoke approach to data sharing is more cost-effective and secure than the point-to-point, or network-based model, where agencies and organizations connect directly to each other.
This model also provides improved visibility and transparency, showing who has access to specific data elements at any given time.
