Data Governance Framework

The Data Governance Framework provides a governance, policy and technology framework for information sharing, promoting greater utility and accessibility of data assets.


Description

The Data Governance Council will:

  • Advise the CDO on technology, policy and governance strategies
  • Oversee a trust framework-based partnership between state government, localities, universities and other members 
  • Provide a governance, policy and technology framework for information sharing, promoting greater utility and accessibility of data assets
  • Recommend policies, standards and guidelines for defining, managing, approving and distributing open data 

Strategic guidance and framework for this council is outlined in the Data Sharing and Governance Plan.

The CDO will conduct a comparative analysis of data governance, sharing and analytics use among other states with appointed CDOs. Currently, 17 states have a CDO position and a person actively employed in the role.

Although some research of other states' models has occurred, more in-depth data collection and analysis will support the CDO’s efforts.

The Data Stewards Group will:

  • Promote data accessibility, reuse and interoperability
  • Promote adoption of commonwealth data standards
  • Ensure data quality processes are implemented
  • Coordinate and resolve stewardship issues for standardized data
  • Provide subject matter expertise to help agencies achieve data governance objectives
  • Provide communications and education to data analysts and consumers on the appropriate use and protection of Virginia's data assets
  • Collect and share metadata
  • Serve as liaison with agency project managers, to promote "to be" adherence to data and architecture standards

Data stewardship is the management and oversight of data assets. Its goal is to provide high-quality data that is easily accessible in a consistent manner.

The CDO will develop and lead Virginia's Data Stewards group. It will play a central part in implementing enterprise information architecture strategy, and in supporting best-practice data stewardship across Virginia state government.

The Data Domain Coordinators will identify potential data integrity and interoperability issues, and propose solutions to the Data Governance Council.

Data domains cut across agencies and cabinet offices, requiring coordination and communication. In addition, some data elements are so ubiquitous that they require enterprise-level management to maximize interoperability and re-use throughout the organization.
