The History of VIP

Time, tide and technology wait for no one - an adage often cited by Virginia Chief Information Officer Nelson Moe. With a vision to promote an agile government, innovative collaborations and to be a leader in the rapidly changing world of technology, Moe launched The Virginia Information Technology Agency (VITA) Innovation Program (VIP) in July 2016.

The VIP team embodies an entrepreneurial spirit that is carried throughout each initiative and collaboration pursued. As VIP enters its third year, the program looks to increase participation and reach throughout the commonwealth.

The Team

Nelson P. Moe

Chief Information Officer of the Commonwealth

Nelson P. Moe is a high-energy, results-driven information technology (IT) executive with a track record of success in highly complex, fast-changing cultures. As Chief Information Officer (CIO), he manages the commonwealth’s IT infrastructure services, IT governance, procurements and cybersecurity for the enterprise. In 2015, Moe developed and now leads the VITA Innovation Program.

Prior to joining the commonwealth’s leadership team, Moe was CIO for the U.S. House of Representatives, and a nuclear submarine officer in the U.S. Navy. Moe holds a bachelor's degree in applied mathematics from the U.S. Naval Academy and graduate engineering degrees from both The Catholic University and George Washington University.

Anthony “Tony” Wood

Program Manager, the VITA Innovation Program

Virginia could not have found a better person to lead its innovation efforts than Tony Wood – and those fortunate enough to work with him quickly agree. When presented with a business problem, Wood quickly envisions the desired “to be” state, then dips into his vast network of contacts to implement the next big thing.

Wood now leads the exploration, evaluation and implementation of new technologies, innovative solutions and collaboration for Virginia. Within his first year, his work was recognized nationally by the National Association of Chief Information Officers (NASCIO) and by State Scoop. Wood also is a key member of the Commonwealth of Virginia Innovative Technology Symposium (COVITS) advisory board.

Selena Ballou

Program Coordinator, the VITA Innovation Program

Selena Ballou is an experienced communicator and IT executive, who today coordinates and manages the often-unmanageable process of innovation for the commonwealth. Ballou served VITA as coordinator for both its Customer Relationship Management program and Managed Security Services project prior to joining the VIP team.

Other professional experience includes stints leading implementation of a new control platform for a health services interest, and as a project coordinator for multiple agile projects at Capital One. Her career began at Virginia State University, office of Information Technology, reporting to the Chief Information Officer (CIO).
